VALPARAISO -- As the 38th Infantry Division Band plays patriotic and other tunes, four-year-old Misha Wachsmann waves his flag at the Valparaiso Fourth of July Bash. Misha is a relatively new American. He was adopted 1-1/2 years ago from Belarus.
